Regional Institute of Ophthalmology, Patna


IGIMS was established on 19th November 1983, as an autonomous organisation on the pattern of All India Institute of Medical Sciences, New Delhi. The objective was to provide super specialty medical facilities in Bihar. On 27th January 1983 Cabinet approved the completion of this massive project in 4 phases within a span of six (6) years. According to the decision of State Government, 130.20 Acres of land was transferred to IGIMS. Indira Gandhi Institute of Medical Sciences, Sheikhpura, Patna was setup with an objective to provide the best Medicare facilities to the peoples in and around Bihar. It has been successful in achieving part of its goal and IGIMS is acting hard to achieve its goals for the broader interest of masses.

Catchment Area: The institution caters services to patients from Bihar, Nepal, Uttar Pradesh, Jharkhand and West Bengal also serves a population of more than 14 crore individuals.

Aims and Objectives

  • To develop an apex centre for delivery of health and medical care of the highest standard.
  • To improve the health services in the State through appropriate linkages and referral system with Medical College and District and Sub-divisional hospitals.
  • To develop the continued education programe and award degrees, diplomas and certificates and post graduate degrees.
  • To develop [clinical research centre for conducting investigation on the problems of human health and diseases peculiar to and prevalent in this part to the country.
  • To develop Community Health Research Centre to study and find out solutions to the problems of health of the community with particular emphasis on reproductive biology and population control.

Our Mission:

  • RIO is apex institute of super speciality eye care in Bihar.
  • It started functioning in year 1995 and in very short span evolved to provide comprehensive eye care encompassing all subspecialties, basic eye sciences an community ophthalmology.
  • RIO, IGIMS-Patna caters to more than 1,00000 out patients per year and performed more than 3000 complex surgeries with multispecialty coordination.
  • RIO regularly organises state and national level conferences and multiple CMEs involving active participation of Eye Practitioners in Bihar and to accomplish this RIO has stated a tele-ophthalmology project and has permanently adopted a peripheral center at Maner.
  • Eye Bank of Bihar at RIO is the major breakthrough and is acting like revolution in corneal blindness.
  • RIO is in the process of educating the public about the eye donation and in process to make more people come forward and join to give light in the darkness.

  • RIO, IGIMS-Patna is apex institute of super speciality eye care in Bihar and started in 1995 and approx. one lakhs patients visited per year.
  • RIO, one of the best equipped institute in eastern part of India.
  • RIO, Patna is involved in multiple clinical research trial phase III/IV.
  • RIO has received grant of 187 crore for upgradation of project likely to be completed in Aug-Sep, 2022.
  • This project plans to develop 5 super specialty department under one roof of 250000 sq. feet of floor area.

Department Achievements:

  • Fully functional and first Eye Bank in Bihar with efficient working staff : achieved more than 400 successful cornea transplants till date.
  • Nodal center for training of Ophthalmologists in Corneal transplant and Eye Banking from different medical collages by Govt. of Bihar.
  • Complex Vitreo retinal surgeries are being done: the first in a government setup in Bihar.
  • Operation theatre and OPD upgraded with civil work and addition of equipments.
  • Dr. Bibhuti P. Sinha is chairman scientific committee of Bihar Ophthalmological society.
  • Dr. Nilesh Mohan has been elected as chif editor of Bihar journal of ophthalmology & Secretary, Patna Ophthalmological society.
  • Dr. Raj Vardhan Azad (EX PROFESSOR and HOD AIIMS, New Delhi) & Dr. Mangat Ram Dogra (PROFESSOR and HOD PGI Chandigarh) have been appointed Professor Emeritus at RIO, Patna.
  • 24th foundation day of RIO wwas celebrated on 16/08/2019 in which alumni were felicitated by Director, IGIMS Dr. (Prof) N R Biswas. Grand silver jubilee celebration of RIO is planned for 2020.
  • Foundation laying ceremony of proposed RIO Building and upgraded department was done by Hon’ble Union Health Minister Shri J P Nadda, Dy. CM Govt of Bihar Shri Sushil kumar modi, Hon’ble Minister of State, Health & Family welfare GOI Shri. Ashwini kumar choubey & Hon’ble Minister of Health & Family welfare Govt. of Bihar Shri Mangal Pandey on 2nd March 2019.
